The worldwide peace movement faces a new era in 1984. -Since 1979, there has been
a massive revival of the peace movement in response to the preparations for a
limited nuclear war in Europe. Up to now the movement has concentrated successfully
on consciousness ra1s1ng. J-bwever, the challenge now is to present practical new
ideas to end the anns race. Mr. Allan McKnight has undertaken a comparison of the
separate draft treaties tabled by the Soviet Union and the United States at the
United Nations (UN) in 1962. ~ has now c001piled them into one practical draft
plan, whkhis the most feasible to date because it is based on the actual proposals
of the two world powers. The progran111e should ensure t~at the nations have sufficient non-nuclear arms to protect their citizens yet reduce the military expenditure
dramatically and not present an invading threat to neighbouring countries. It is
interesting to note that ~eden, ~itzerland and Yugoslavia have defence forces ·
structured in this ay but this has never received the publicity it deserves. The
plan is based on 3 stages of mutual reductions. All measures of disannament would
be balanced so that at no stage during the implementation would any nation gain
military advantage. The treaty provides a timetable. It also provides for an
establishment of a peace force and disannament organisation independent of the UN.
Dr. Suter says that it is only when we perceive the alternative that we can see how
important it is to give consideration to grand schemes for disannament.
