Diokno answers a lot of questions about the _type of military installations the US ,maintains
in the Philippines, about the nuclear capability of the bases, the effects of the bases on
Philippi~e national security, the likelihood of nuclear war, the authority of by which the
US maintains the bases, and the legality of the bases agreement. There are currently five
bases in the Philippines, and nuclear armed ships regularly call at one of them. The bases
are prime targets for nuclear warfare (and unless the arms race is halted, Diokno predicts,
nuclear war will break out before the end of the century; the more countries which gain
nuclear weapons, the greater the changes of war). The ba ~es agreement was signed in 1947,
with later amendments, but was never agreed to by the Filipino people. The agreement was
accepted by Filipino leaders only because it was made a condition of Philippine independence.
Today, the US-backed Marcos regime is unlikely to call for their removal., The bases
exploit workers and Philippine resources, and in no way contribute to the 'country's development. Their presence gives America the power to intervene in the country's political life.
Diokno quotes the declaration of principle.s of the Anti-Bases Coalition, which works for
the dismantling of all US military bases in the Philippines.
